Governor signs Dixon bill requiring new state reporting on human trafficking

Assembly Bill 1239, introduced by Assemblymember Diane Dixon (R-Newport Beach), was signed into California law by Governor Gavin Newsom on October 6, 2025. The legislation requires the California Department of Justice to report data on human trafficking arrests and the number of identified victims on the state’s OpenJustice web portal.

“Human trafficking is a priority issue of mine and I am thrilled to announce that AB 1239 was successfully chaptered into law,” said Assemblymember Dixon. “AB 1239 is crucial in developing a more cohesive reporting requirement for human trafficking survivors by requiring the Department of Justice to include information on the arrests for human trafficking and the number of individuals who have been a victim of human trafficking on the OpenJustice Web portal.”

California’s last Department of Justice report on human trafficking was published in 2012. There has been no explicit mandate for the Department to update or publish this data on the OpenJustice portal, contributing to a lack of comprehensive data on human trafficking in the state.

Dixon collaborated with 3Strands Global Foundation, which sponsored the bill. “Human trafficking has no place anywhere in our State. We must take every step possible to help victims and their families overcome the devastation of human trafficking and should continue partnering with organizations to raise awareness and bring a swift end to this reprehensible practice,” said Assemblymember Dixon. “My goal is to end human trafficking in its entirety. Even a single victim is one too many.”
