Assemblymember Diane Dixon recently addressed the findings of a critical audit concerning the Department of Health Care Services' (DHCS) oversight of drug and alcohol treatment facilities. The audit, conducted by the California State Auditor, was requested by Dixon to examine residential recovery and treatment centers.
Dixon expressed her concerns at a press conference, highlighting that Orange County has more beds for small treatment facilities per 10,000 residents than any other county in California. She stated, "We have anxiously awaited this audit report for more than a year. This is a significant issue in my district – with many constituents submitting testimony to the Auditor’s office."
The audit revealed several issues within DHCS's processes. According to Dixon, "Inspections of these facilities by DHCS take too long; investigations don’t always happen, and there are infrequent follow-ups after wrongdoing is found." Additionally, she noted a troubling pattern where multiple small facilities in close proximity share ownership and amenities, potentially creating an institutional environment contrary to state goals.
Dixon emphasized the need for effective rehabilitation services: "The one big question still left unanswered is: are people actually getting well?" She called for increased transparency and data within alcohol and drug treatment facilities.
Initiated in May 2023 through Dixon's request to the Joint Legislative Audit Committee, the report outlines legislative solutions that Dixon intends to pursue during the 2025 Legislative Session.
