On March 4, 2025, Congresswoman Brownley tweeted about Ventura County Fire Chief Dustin Gardner joining her as a guest at the Joint Session of Congress. She highlighted his "unwavering dedication in protecting Ventura County during some of the most devastating wildfires and emergencies" they have faced. On March 5, 2025, Brownley expressed her decision to leave the chamber during President Trump's address. She explained that she could not support a speech she found "detached from reality and so disrespectful to the American people." Her actions were driven by a belief that real solutions were needed for working families rather than what was being offered in the speech. "Tonight, I walked out of the chamber during President Trump’s address because I could not, in good conscience, dignify a speech so detached from reality and so disrespectful to the American people."

Later on March 5, Brownley criticized what she described as "The Trump Administration’s reckless plan" to dismiss thousands of VA employees. She warned that this move posed risks to veterans' care and accused it of being a betrayal of promises made to those who served. "The Trump Administration’s reckless plan to fire 83,000 VA employees is a direct attack on our veterans and their care."
